The Scout Report is a weekly publication offering a selection of new and newly discovered Internet resources of interest to researchers and educators, the InterNIC's primary audience. However, everyone is welcome to subscribe to one of the mailing lists (plain text or HTML). Subscription instructions are included at the end of each report.

Science's Next Wave: An Electronic Network for the Next Generation of Scientists [JavaScript]

The American Association for the Advancement of Science (AAAS) and Science magazine produce Next Wave, a resource which focuses on providing "accurate and timely information to help young scientists develop their career prospects." Next Wave targets upper-level undergraduates, graduate students, postdoctoral candidates, and young faculty members. While information provided is intended primarily for those in the job market, there are also articles written for current students, such as "What is the Best Form of Funding for Graduate Students?" in the Going Public section. The New Niches section, which profiles careers outside academic research, currently features an open forum on international opportunities, which will run through August 1, 1997. Faculty, graduate students, and scientists are invited to contribute to both the Going Public and New Niches forums. An archive of past Niches is also available. Users can search the site by keyword or by concept using a local Excite search engine. Visitors to the site must register (free) prior to use. [AG]

Education-line (eLib)

This working paper archive, part of the Electronic Libraries Programme (eLib) (discussed in the September 20, 1996 Scout Report), and managed by the British Education Index at the University of Leeds (UK), currently contains over 200 pre-prints in the areas of education and training. Users can search the collection by keywords, an inverted word index, or the BEI thesaurus, which contains hypertext connections to automatically-generated searches for broader and narrower terms, as well as the terms selected. The collection can also be browsed (most recent Education-line documents). Full text of each preprint is available and bibliographic information including number of pages, abstract, level, age group, document type, and related subjects are available for selected preprints. Although still a "pilot service" at this time, Education-line promises to become a major source of education and training working papers. [JS]

Nanoworld Image Gallery

The Centre for Microscopy and Microanalysis at the University of Queensland (Australia) provides over one hundred scanning electron microscope (SEM) and transmission electron microscope (TEM) images in nineteen categories, including blood, cellular ultrastructure, hair, insects, materials, pollen, and yeast. Images are black and white .gifs, with file sizes provided. Color enhancements of selected images are available. The site also features a tour of the Queensland Fruit Fly. [JS]

Retired US Army Col. Dan Smith of the Center for Defense Information compiles this biweekly list of recent publications on "peacekeeping and multilateral military operations." This excellent current-awareness resource on the topic of peacekeeping features congressional hearings and reports, US government publications, periodical and journal articles, press releases and speeches, organizations, and conferences. Contact information is provided for citations, although web addresses for citations are not hyperlinked at this time. Citation List is also available via email subscription. The CDI site chronicles the attributes of CDI, a non-profit research organization, and features information from seven CDI issue areas, and other items including a military spending clock. [JS]

The Romantic Chronology

A history of the romantic period unfolds at this site created by Allen Liu of the University of California, Santa Barbara and Laura Mandell of Miami University of Ohio. Intended as a university-level instructional tool, the Romantic Chronology is divided into twelve time periods, each of which contains a number of external and internal links to short informative pieces on significant political and literary events and personalities of the Romantic Movement. A fairly comprehensive collection of links (some annotated) to courses, websites, and other resources for students and teachers of the Romantic Period, as well as to other historical and literary times, is featured. Subscribers interested in the study of American culture can consult Roadsign, a manageable site that offers a weekly index of postings from American Studies Opportunities & News. The latter is a huge database updated on a daily basis that contains information about the American Studies Association, positions available, calls for papers, fellowship notices, internships, programs for conferences and other events, book reviews, tables of contents for relevant journals, and bibliographical and online resources. EPA'S Updated Air Quality Standards For Smog (Ozone) and Particulate Matter [.pdf]

On July 16, 1997, the US Environmental Protection Agency released "final air quality standards for particulate matter and ozone (otherwise known as soot and smog)." The EPA Office of Air & Radiation has made the standards, which appear in the July 18, 1997 Federal Register, available (in Adobe Acrobate [.pdf] format). The FR final rules are: "Final Particulate Matter NAAQS," (National Ambient Air Quality Standards,102p.); "Final Ozone NAAQS" (37p.); "Particulate Matter Monitoring Requirements" (86p.); and "Supplemental Information and Request for Comments" (2p.). In addition, there is a 16 page memorandum from President Clinton to the EPA Administrator concerning implementation of the standards, and there are also several fact sheets about the standards. Note that the new standards contain two significant changes from the EPA's November 1996 proposal (discussed in the December 6, 1996 Scout Report). Renewing the United Nations: A Programme for Reform

This report, prepared by UN Secretary-General Kofi Annan, provides his "recommendations for the most extensive and far-reaching reform of the United Nations since it was founded." Major recommendations include a more cost-effective bureaucracy, a smaller budget, and reforms in management structure. The report is the result of a "six-month planning process." [JS]

The US National Library of Medicine has made its searchable MEDLINE database freely available to all Americans. This site provides searchable access to over 8.5 million MEDLINE and PreMEDLINE citations. Users can also search molecular biology databases from the National Center for Biotechnology Information's Entrez system. A journal browser, which allows users to find articles based on the journals they appear in, and clinical alert notices are also featured at PubMed. [JS]

Forbes (discussed in the May 10, 1996 Scout Report) provides this web site to complement its article, "The Global Power Elite," in the July 28, 1997 issue of the magazine. From the Sultan of Brunei ($38 billion) to Rem Viakhirev ($1.1 billion), 200 billionaires and some not-quite-billionaires (heavy hitters) can be searched by any of seven variables, or browsed by net worth, country, or name. Forbes also provides the Digital Tool Toolbox, a smorgasbord of directories, indexes, guides, and calculators, designed to help you increase your wealth, although you probably still won't hobnob with the Sultan. The Cable News Network and Sports Illustrated have combined their formidable news gathering, analytic, and photographic talents to provide this site as an enhancement to the CNNSI TV network. CNNSI offers a unique breadth of sports coverage. In addition to covering major American sports, it also covers the world sport scene, with categories for cricket, rugby, cycling, soccer, and olympic sports, among others. You can also set up your own personalized scoreboard, use CNNSI's Java based desktop scoreboard, and view Quicktime videos of selected news stories dating back to 1980. A highlight of the site is a selection of articles from Sports Illustrated's Pro Football '97 Preview. [JS]

ColorPicker--For online web page color testing [frames, JavaScript]

ColorPicker is a convenient online aid for web page color scheme design by Professional Web Design. Users can choose background, text, link, visited link, and active link colors using Netscape's 216 color pallette. ColorPicker allows for the inclusion of sample background images, as well as font styles, names, and sizes. Once the options are set, an immediate visual output of the unique color scheme is given in the adjacent frame. The sample web page within the frame includes text, links, background, and a simple table. Also given in the output is the corresponding body tag. If you are using Internet Explorer, be aware that the Choose a Background Image function is not supported, and you may experience a few bugs due to IE's unstable support of JavaScript. ColorPicker is also downloadable at the above URL in zip format. [TB]

ADVANCED-WEB--Advanced Web Publishing Mailing List
The ADVANCED-WEB list was created in order to discuss advanced web publishing and design. Discussions can range anywhere from HTML to Java and beyond. Since the "advanced" designation can be relative, it has been left up to the subscribers to define it for themselves. Before posting a question or comment, it is recommended that subscribers lurk about for a week or so. [JS]

The July 15, 1994 Scout Report annotated the first web-based issue of the NFS Network News, a bimonthly publication that contained information about the National Information Infrastructure (NII), an InterNIC event calendar, and reports from each of the InterNIC partners, as well as special feature articles. NSF Network News existed between the Spring of 1993 and the Fall of 1994. In April 1996, it was relaunched as the InterNIC News, which covers events that affect the future Internet, provides information about InterNIC activities, produces performance measures related to Internet growth, and provides useful information about registering domain names. PBS was announced as a gopher site. The gopher site is now defunct, having metamorphosed into one of the best television-related sites available. PBS provides a plethora of programming-related sites, including large sites devoted to NOVA, Frontline, The American Experience, P.O.V., and the News Hour, among many others. PBS is a great example of how the web can enhance an already existing presence in another medium. [JS]
